About the Incentive Law
The main mechanism for the promotion of Culture in Brazil, the Culture Incentive Law, or Law 8,313/91, instituted the National Culture Support Program (Pronac). In order to fulfill this objective, the law establishes the rules of how the Federal Government should make resources available for the realization of artistic-cultural projects. The Law was originally conceived with three mechanisms: the National Culture Fund (FNC), the Tax Incentive and the Cultural and Artistic Investment Fund (Ficart). This was never implemented, while the Tax Incentive - also called patronage - prevailed and is even confused with the Law itself.
